Is it possible to boost your GPA with a second degree?

My friend has a low GPA, and he want to boost his GPA. I told him to check out Excelsior, as they award grades for certain examinations. He wants to get into an MBA program.

Could you boost your gpa twice by obtaining high marks in a general degree, and then obtaining high marks in a second degree in business?

I know certain MBA programs do not require GPA. But what about the ones that do.
