Okay...this is a good one.
Some Gov. jobs require that you have a certain grade point average, be part of a honor society, or have a class standing in the upper third of your class. The 'fine print' says that if you have more than 10% of your credits are pass/fail, then you have to qualify on class standing or honor society membership. Of course, I have more than 10% from clep exams, and Excesior does not have and honor society for thier business program. I e-mail Excelsior about class standing and this is the answer I got: We do not have class standings, because our students all enter the college with a different amount of credits. There would be no way to calculate the standings. If you have any questions, please let me know. Any ideas on how to navigate this one? thanks

You still have four exams left from your signature line. I would add a few exams worth of DSST's to raise the GPA up to where it needs to be. There are some very easy ones out there that would help with that. (Astronomy, Here's to your Health, ect)
Edit: After reading your original post again, I may have misunderstood. Does the 10% clause deny you the GPA qualification? Secondly, what jobs are we talking about here? I've heard DoS has some pretty stringent qualifications, but this seems a bit draconian.
