Brazil. Emperor Don Pedro II requested many new immigrants in the 20 years after the civil war.
Many also went to Mexico, but the answer they are looking for is likely Brazil. There is actually still a rather large community of their descendants stilll in Brazil. I'm surprised they ask that question. It is fairly obscure.
