That happened to me the first three (maybe four?) CLEP tests I took. It drove me up the wall. The only thing I can figure is that the card number wasn't filled in right at the testing center (a typo or something). What CLEP usually does is attempt to charge it one time, and if the charge doesn't go through then they will wait two weeks and try again. If the number still doesn't work you'll get a letter in the mail about it.
The best thing to do would be to call them and ask why the card hasn't been charged yet. They can look up the information and tell you what is wrong--all the representatives I've spoken to have been very helpful, though of course I wish it hadn't happened so often!!
